The first minister of justice in the coup government, Gen Paiboon Koomchaya, had an idea. Gen Paiboon then was elevated to the Privy Council, where he lost his political and reform voices. Based on results, Gen Paiboon was just an embarrassing voice, with no friends or allies on plans to reform drug policy. Thousands of petty drug offenders of the kind that overflow every Thai provincial prison never saw a cell. All of these reforms have gone against the current logic of the junta, the government, police, the Office of Narcotics Control Board and Justice Minister Suwaphan.
